India and China 2d Preference Expected to Jump Ahead

Each year worldwide, 140,000 visas are available to all employment based visa applicants. No country may send to the U.S. more than 7% of this total, except when there are unused visa numbers, the extra visa numbers are utilized without regard to the 7% limit per country.
